Abstract

The uniformity of the regional head election model in Indonesia raises constitutional problems in accommodating the diversity of regional characters and strengthening regional autonomy. This study aims to analyze the relevance of the asymmetric regional head election model in strengthening regional autonomy and the effectiveness of constitutional democracy. The research uses normative legal methods with legislative, conceptual, comparative, and case approaches. Primary and secondary legal materials are collected through literature studies and analyzed prescriptively with legal interpretation. The results of the study show that the asymmetric model can accommodate regional specificities and strengthen substantive autonomy as long as it is based on constitutional criteria, democratic principles, and accountability mechanisms. The research concludes that the differentiation of the regional head election model can be a constitutional construction to balance autonomy, regional diversity, and democratic legitimacy.
